Illinois Insurance Requirements
Illinois has two layers of authority depending on whether you're crossing state lines or staying in-state. The Illinois Commerce Commission (ICC) handles intrastate; FMCSA handles interstate.

Illinois-Specific Requirements
- Form E (liability) and Form H (cargo) filed with ICC Insurance Portal
- Annual cab card renewal by December 31 ($5 per vehicle)
- Vehicle markings required: "ILL.C.C." + license number on both sides
- Cargo insurance: $5,000/vehicle, $10,000 aggregate

For new authorities in Illinois, expect $10,000-$22,000/year for a single truck with $750K liability. Chicago-area operations are at the higher end due to traffic density and litigation environment.
Do I need both FMCSA authority AND Illinois ICC authority?
Only if you're doing BOTH interstate and intrastate work. Interstate-only? Just FMCSA. Illinois-only? Just ICC. Both? You need both. We'll help you figure out which applies.

What's the Illinois ICC cab card and do I really need it?
