Pennsylvania Insurance Requirements
Pennsylvania has two layers of regulation - federal (FMCSA) for interstate and state (PA PUC) for intrastate. Here's the quick breakdown:
| Your Operation | Minimum Liability | What You Need |
|---|---|---|
| Interstate (crossing state lines) | $750,000 | USDOT + MC Number |
| PA intrastate, general freight | $300,000 | USDOT + PA PUC Certificate |
| PA intrastate, household goods | $300,000 | USDOT + PA PUC + Tariff |
| Hazmat (any) | $1,000,000-$5,000,000 | Special permits + endorsements |
Additional PA Requirements
- Cargo insurance: $5,000 minimum per vehicle for intrastate carriers
- Form E (liability) must be filed by your insurer with PA PUC
- Form H (cargo) required as proof of cargo liability
- Vehicle markings: PUC-A# displayed in 2"+ letters on all vehicles
- Commercial plates: TX-type registration through PennDOT
Interstate or intrastate? PUC or FMCSA? We sort through Pennsylvania's dual-layer system so you don't have to.

The Problem: For new trucking companies, your carrier options are limited. Progressive, Berkshire, GEICO - that's basically it for the first two years. The price is roughly the same no matter who you go through.

Pennsylvania Trucking Insurance Questions
Do I need PA PUC authority if I'm crossing state lines?
No. If you're hauling interstate (origin or destination outside PA), you only need federal FMCSA authority (USDOT + MC number). PA PUC is only for intrastate - both pickup and delivery within Pennsylvania. Most truckers only need federal authority.
How much does Pennsylvania trucking insurance cost?
For new authorities in Pennsylvania, expect $8,000-$19,000/year for a single truck with $750K liability. PA rates reflect the high-traffic corridors and urban density around Philadelphia and the Lehigh Valley.
How fast can I get a quote?
Same day for most operations. Complex risks (hazmat, port work, specialized cargo) may take 24-48 hours to shop properly. Text us at 208-800-0644 if you need it fast.
What's the difference between Form E and a certificate of insurance?
Form E is the official PUC filing - it goes directly from your insurer to the PA PUC as proof of coverage. A certificate of insurance (COI) is what you give to brokers and shippers. You need both for PA intrastate work. RMS handles the Form E filing; we issue COIs in 5 minutes.
I'm hauling out of the Port of Philadelphia. Any special requirements?
Port work may require additional coverage depending on your cargo. Refrigerated loads have special weight permits (up to 107,500 lbs in the Philadelphia area). We know PhilaPort operations and will make sure your coverage matches what the terminals and brokers require.
