If you're PA-only, you'll need a PA PUC Certificate ($100 fee for property carriers). PUC reviews in 2-3 weeks. Once approved, RMS files your Form E (liability) and Form H (cargo) with PUC directly.

Important: PA PUC requires your insurer to file forms directly - you can't submit your own insurance proof. RMS handles this coordination for you.

Do I need PA PUC authority if I'm crossing state lines?

No. If you're hauling interstate (origin or destination outside PA), you only need federal FMCSA authority (USDOT + MC number). PA PUC is only for intrastate - both pickup and delivery within Pennsylvania. Most truckers only need federal authority.

How much does Pennsylvania trucking insurance cost?

What's the difference between Form E and a certificate of insurance?

I'm hauling out of the Port of Philadelphia. Any special requirements?

Port work may require additional coverage depending on your cargo. Refrigerated loads have special weight permits (up to 107,500 lbs in the Philadelphia area). We know PhilaPort operations and will make sure your coverage matches what the terminals and brokers require.
